Over recent years, a number of studies have consistently highlighted the value of NI’s natural wind energy resource. In fact, NI is regarded as having one of the richest wind energy resources in Europe. In 2003, the Department of Enterprise Trade and Investment commissioned a detailed wind mapping exercise to help identify the areas of particular potential. This exercise confirmed the very significant wind resource in NI. The predicted mean wind speed and power in most such locations across NI is in the range of 6 to 7 m/sec and in many other locations up to 8 to 10.5 meters per second which is regarded as highly sufficient to support economical wind energy projects.

The table, drawn from information provided by the Meteorological Office shows that Ireland’s long-term average wind speed is the highest compared with the other countries and regions making up onshore Europe.

Apart from having such a rich wind resource, from April 2010 wind turbines of up to 250kW in NI receive four Renewable Obligation Certificates (ROCs) per MW per hour of energy generated.  These ROCs can then be sold to electricity supply companies, which use them to fulfill their obligation of supplying renewable energy to customers. The ROC scheme is guaranteed and underwritten by the NI Government for a period of 20 years, providing the opportunity for excellent returns for investors for the creation of high-yield wind farms by installing and maintaining the right wind turbines at the right locations. Under the Northern Ireland Renewables Obligation and its use of the ROCs (equivalent to the UK’s Feed-in Tariffs), the market has long-term stability through 20 year contracts which should bring a very good return.

This makes small-scale wind turbine installations in areas on high wind velocity such as Northern Ireland a very lucrative investment. The Northern Ireland Executive has a target to deliver 40% renewable electricity and 10% renewable heat by 2020. Therefore the UK and Northern Ireland Government’s commitment to encouraging renewable energy is long-term. Now is a very good time to invest in small-scale wind farms in NI because land suitable for investment and installation of wind turbines is 80% owned by the farming community and are remote from large centers of population. More and more farmers are keen to make their land available for renewable energy so as to achieve additional income to supplement that from farming due to continuous encouragement by popular trade and farming publications such as ‘The Farming Life’ to diversify their farming revenue streams by entering the wind business.

The ROCs Scheme will close to new generators on 31 March 2017. Generators who are accredited under the Renewables Obligation Scheme will continue to receive their full lifetime of subsidy (20 years) after 2017. The scheme will close completely in 2037. The sooner investors and landowners get on board, the better, because the best locations (those with the highest wind speeds, are being snapped up.
